It seems that the admin data for Denmark is outdated.
By Jan.1.2007 a new coarser administrative division of Denmark was adapted, the data on gadm seems to be older than that.
I can't provide the new data (not allowed to give to 3'rd party) but maybe you can find a copy somewhere.
